Institutional Strengthening and Capacity Building of the Ministry of higher Education and Scientific Research (MoHESR) and the Accreditation and Quality Assurance Council (AQAC)

Between January 2011 and January 2014, MSM supported the Ministry of Higher Education and Scientific Research (MoHESR) and the Accreditation and Quality Assurance Council (AQAC) in Yemen.

The aim of the project was to assist the Ministry in implementing its core business, which is to develop policy and planning for the higher education and research sector and strengthening the Ministry’s mandate to steer, monitor and control the Higher Education institutions. The project was aligned to country priorities for the sector and enhanced a sense of ownership by the Ministry of the change process by working through a change management unit.

MSM practiced results based monitoring and evaluation to measure the progress. The monitoring system set up for the project was based on a results framework, describing how the inputs will lead to results and how these are expected to lead to development outcomes (the results chain).
